Question Regarding Free Shipping on Jewelry

I am wondering if the free shipping today excludes clearance jewelry? The heading states”free shipping on any jewelry purchase of $99 or more. I purchased an item on clearance plus another item which is on waitlist and was charged the $3.00 shipping on the clearance item and 1/2 off the other waitlist item. Hopefully, you can clarify this for me. Thanks so much!
