Estimated Tax

What and why is estimated tax charged. I did not think tax is charged for online purchases unless HSN has a physical buildging in the state items are shipped. Also what is the tax percentage? Thanks in advance for explanation.

Hi , sales tax is charged based on the state the order is shipping to. To what state will the item be shipped?
